Is it possible that a married couple living together in the same house can qualify for a fuel allowance based on one partner's income? One person would not qualify on their income but the other person would qualify on their income? Both have a full state pension.
I just know of a miserable individual that will not spend a penny on heating his house. His wife has practically nil income in her own right. If she could get the allowance based on her means then she could at least insist that she is paying to heat herself.
