Front Door problem

Hi,
Our house is due for completion very soon, however the front door is set low, and now needs to be fixed. The door is fine, but when carpet or other flooring goes into the hall, the door would not open. The door can't be sanded because of the rubber seal etc.
My question is, can the door be moved by the joiner without cutting the door or do they have to open the wall to take it out?

The door is Wooden, and the frame has two side panels etc

Anyone came across this promlem?

we more or less had this....we got away with it by about 2 mm....but the door literally only overlaps the frame onhe bottom by 2 mils....the guy who fitted the floor was giving out stink saying that the door fitters well know its a recipie for disaster when they fit the door so low.....it does mean that we cant' fit a mat inside the door......retrospectivily, I regret not asking the floor fitter to fit a matwell into the floor..so my advice is to make sure you can get a mat behind the door if its wooden floor and consdier if you would need to sink the mat into the floor.
