Free GP visit for kids (Budget announcement)

I believe it was announced in the budget that from Jan 1st 2014 that all children under 5 are entitled to free GP care.
How does that work on a practical level?
Do people with children under 5 apply for a GP card or is it simply the case that when you bring your child to a doctor the charge is waived due to the fact that they are under 5?
 
What if your GP is not GMS registered (they don't have a medical card list)?
If all GP's can now take these medical cards does that mean they will also get the public sector pensions that GMS doctors receive?
 
I don't think the legislation has been passed. Not due to come into effect until September (politicians view) or in lay man terms, never.
