Form 12: Local Water Scheme charge included in "Services"?

Item 59 is "Service Charges". I have always put my refuse collection charge in here, but I'm wondering can I also include my local water scheme charge? As there is no mains supply we pay into a local water scheme, overseen by the Co. Co.
