Form 11E or Form 12 ?

Hi

I am primarily a PAYE employee but have a rental property and also have some additional other income outside of principal job (for the first time in 2010). For the past 2 years I have filled out a Form 12 and this year have been sent a Form 11E - could someone detail the difference and which one is more appropriate for me.

form 12 is only applicable if you have negligable non paye income
(net < approx 4K)
