Form 11 vs Rent tax credit

Hi,
I have a problem. filled online form-RENT TAX CREDIT.
Today I got a reply:
You are registered for self assessment income tax, as you have a PSV License.
Your pension tax credit can not be dealth with until you file your Form 11 2009.

The problem is that I have not yet PSV License. Even though I was not even on the test.
This form is a nightmare-more than 20 pages.
What am I to do?
 
More detail is probably required to answer this fully but if you should not have been registered for self assessment at all in 2009 then you should call the Revenue and explain that you are not self-assessed for 2009. If you are correctly registered as self-assessed in 2009 then you will have to file the return. As a taxi driver you will have to file returns anyway so it could be a chance to get some practice in!
