Form 11 or Form 12 with only pension income

I have been helping my brother-in-law to complete his return and I'm wondering if we are using the correct form.
He is 87, bereaved last year, has no Irish income, just UK state pension and UK company pension for a total of about 24,000 euro

Form 12, using his Revenue MyAccount.

Form 11 is much more complex, it is aimed at self-employed, or PAYE people with other incomes.

On reflection, as maybe neither income is subject to PAYE, then I am a bit unsure.
