Foreign Bank A/C Redundancy Payment

I'm currently going through Redundancy negotiations and will be getting a sizeable sum. My plan for the money is to either put it on Deposit or spread between Gov't Bonds and Certs. However I am also thinking of protecting against (however small the risk) Ireland being forced out of the Euro and hence a devaluation. So how easy is it to open a deposit a/c in another Euro Country and how would I go about it?
 
Have done Palerider but reading between the lines as it's not clear this may only be an option for high rollers or people who lived foreign and still have a/cs there, Im neither.
However being an EU citizen shouldn't it mean that I can open an a/c in another EU country on the same T&Cs as that countrys nationals?
