There are a couple of different options to consider in your situation, which would maybe depend on who incurs the most gp visits. Is it mainly
the children or is it spread over all 4 of you or is one person in particular a more regular gp visitor than the others?
Best childrens option;
First of all, Laya have a good childrens offer starting 1st March 2016, with a choice of 7 plans, you pay for the first child and the rest of the children go free. The best option to go for, including good gp( 30 refund per visit), day to day cover including a 1 euro excess, is;
Flex 125 Choice; price 410pa, ( this will cover your 2 children) 3 levels of hospital cover included, private hospital inpatient excess 125, good day to day cover 1 euro excess, private day case excess 125.

Adult Options; Option 1
Adults can be on different plans to children and can choose individual plans to suit their medical needs.
So, in your situation, there is the option to drop gp cover for the 2 adults, Flex 500 Explore, childrens as above.
Total family price; 661 + 661 + 410 = 1732
This would include gp refund 30 for each child visit. I wouldn't be put off a plan just based on 'emergency dental cover' not covered. If it matters
there is a second option.
Second Option
It would not be cost effective to go for Flex 500 Choice(955pa) for the 2 adults, just for gp visits. Extra cost overall compared to option 1 is 588pa
which would cover a lot of health expenses. The refund would not justify the extra cost involved.
However, if I was upgrading to a better plan, I would want more bang for my buck, in all areas of cover.
The Laya plan 'Control 300 Create' price 1039pa would have lower hospital excesses 300(inpatient) 125(day case), also full cover for a
private room in a private hospital, plus the extra day to day cover,1 euro excess, gp 30 refund per visit, consultant 80 refund per visit, dental cover included.
Total family cost 1039 + 1039 + 410 = 2488
or
Both adults could choose a different plan according to their needs, if you want.
Total family cost 1039 + 661 + 410 = 2110
