Filing vat RTD

Hi.
I have a query about filing RTD.
I'm stuck as to what section to put items into whether they should go into goods for resale or not resale.
For example the purchases are made up of diesel, phone bills, bit of small hardware store supplies and also Subcontractors?? Where would they slot in?. Are they all not for resale???
