Fencing off a site.

Hi there. We have just agreed to buy a site with planning and intend to build there shortly. We haven't signed contracts yet and we are wondering who pays for fencing off the site.
Is it the purchaser or should it be the vendor? Can anyone tell us what is the usual practise? Thanks.
