Fee Based Broker

I want to buy an ARF. I am looking for a fee based broker. I did go to a broker but he would only offer me something with an insurance company that is commission driven. I offered to pay him a fee but he said he could only do it on a commission basis. Over the long term it would have ended up very expensive. I am based in Dublin. Has anyone any idea how much should I expect to pay.

Very shortsighted by that broker. Commission should be just seen as an option to get paid. It should ultimately be the clients choice on the method they prefer, commission or fee, and they should be shown both options.
