Expiry dates on credit cards

Just out of interest.

Why is it that some cards only get an expiry of a year or two, and others from a lot longer. I have BOI Mastercard, and my chip and pin card that I got last year has expiry of 2011 on it. Yet my mum has same card and it's only till '08. What's up with that? We probably spend around the same on it. And my boss for instance only gets her card for about 18 months and then has to get a new one, yet she would have a much bigger limit than mine and would be spending alot more and clearing it completely every month. Who or what decides this?
 
I believe they are randomly assigned expiry dates for security purposes.

This would seem to be case, I remember getting a letter from my credit company a few years ago stating the same (I must of queried it at the time, but I can't remember doing so - maybe they had a lot of calls and sent the letter to everyone to avoid more calls!)
 
They used to expire on the same date all the time - ie. the anniversay of the first issued one - which made it easier for fraudulent use as anyone could anticipate the next cards expiry date.

It's purely for security & nothing to do with expenditure etc.
