I agree, what is happening now is that a gigantic bureaucratic monster is being created, filled with political cronies and allies and any attempt at raising attention to wastage is simply brushed aside.

In this case it is. You do not need tens of thousands of people to ensure that goods, services, capital and people can freely move across borders. That was the original idea. It has now become an "idea" to make sure that everything is streamlined and in nice order, and to do this they need bureaucrats to tell us what shape and size our food should be, what can be called chocolate, what weight and volume goods can be sold in, and the list goes on and on. We do not need bureaucrats to tell us what we want to buy, end consumers and consumers of production goods are perfectly capable of deciding what they want, with which quality and in what shape and size.
