Error submitting p35 with ros

Hi

I have been trying to submit a P35 to ROS. I created it under the offline app. I keep getting the following error. I have tried on several different pc's at this stage. Anyone else come upon this problem

There has been an error with the ROS system. This error may be caused by transient conditions in
the internet connection or you may be viewing an older version of the web page.
Try to first Delete Temporary Internet Files and then Change Your Settings .

Have you tried deleting temporary internet files as it said, I think I had this problem once and was told to do this and it worked.

Tried all that already as well as tried from multiple different machines
