Enurement Clause

If Planning Permission is granted with an enurement clause of, say, 10 years, is that clause applicable to the builder of the house, the person applying for the permission or the first occupier??
 
Surely it's the house itself - ie everybody is affected?

Like if planning says you must have black slates - selling the house to someone else doesn't mean they can change the slates to another colour if planning disallows it.
