Entitlement to Irish pension?

I have an elderly relative, born in Ireland in the 30's,worked in service(maid)age 14-15. Moved to the UK where she worked all her life(yearly visits to relatives in Ireland) married and raised a family.She and her late husband moved here to live upon retirement(circa 1997), She draws an old age pension from the UK and a small amount from a company pension.She would be a lot less well off weekly than a similar aged woman on an Irish pension. If she gave up her entitlement to a UK pension, would she be allowed to claim an Irish one?
 
She could apply for the non-contributory state pension which is meanstested. Her UK and occupational pensions would be taken into account, along with any savings or property (other than her own home) she may have. There would be no need to give up her current pensions.
 
Thanks gipimann, Would she be better speaking to someone in social welfare or to someone in citizens advice/mabs initially for advice on thresholds etc.?
 
Either. Best to get the form and apply, nothing ventured, nothing gained and Sw are the only ones who can decide her entitlements.
