entitled to anything?

As your friend is in full time employment (over 30 hrs per week) he is not entitled to Supplementary Welfare Allowance from the CWO. CWOs do not have discretion when it comes to Rent Supplement so it's not an option regardless of what the circumstances are.
 
hes in neither full or part time- its 28 hours a week, (three and a half days).

oh and even if he gets a drop in hours in order to be elligible for jobseekers he cant apply for the benefit without an address!

I heard that individuals chargable under self-assessment are not entitled for any Social Welfare, is that really true ?

If the person pays class S PRSI as a self-employed person, they are not eligible for Jobseeker's Benefit. If you search here on AAM, you'll find a few threads on self-employed and PRSI as it was a hot topic recently.

They may be entitled to a means-tested payment, but that will depend on circumstances.
