Entitements to employment benefit

my friend worked in the civil service and took a years leave of absence with a view to move to Scotland for the year and come back to Dublin. But due to family circumstances he hasn't been able to move over to Scotland yet he has been unemployed for the last 10 weeks would he be entitled to unemployment benefit???

Has he not signed on? He really should if only to get PRSI credits if applicable. The SW website clearly explains the qualification criteria for Jobseekers Benefit/Allowance as well as most other welfare payments.
