Entire country to be brought under Rent Pressure Zone

Does anyone know when this comes into effect, is it effective immediately? I was in the process of conducting a rent review for a property in a non RPZ and I was going to give the notice of rent review form to the tenant this week. Is it now too late to do this?

All we have so far is journalists reporting that this proposal is to be put before cabinet. The cabinet decision might be a foregone conclusion or it might not but, either way, the cabinet still has to make a decision. Then the necessary legislation has to be drafted and made. That might happen quite quickly, but it still has to happen.

So, this hasn't happened yet. As of right now, if the property is not in an RPZ, it's not in an RPZ, and you can act accordingly.

(It is theoretically possible that, when they do legislate, they will make retrospective legislation, treating the whole country as if it were a single RPZ from (say) 10 June 2025, and so overturning anything done since then that would not be permitted in an RPZ. But it is very, very, unlikely that theou would try to do what. I wouldn't worry about it until it actually happens.)
