Enquiry regarding State Pension and Universal Social Charge (USC)

I understand that you do not pay the Universal Social Charge if your total income for a year is €13,000 or less, and that State Pensions are exempt from the Universal Social Charge.

Suppose that a retiree is on the full State Pension Contributory amount of €248.30 a week x 53 = €13,159.90 a year.

Does this mean that they could earn up to an additional €13,000 in personal pension income etc. before they would be liable to pay any USC at all?
 
Yes. I have private pensions under €13000 and got communication from Revenue (details of allowances) confirming no USC.
