enhanced lumpsum

Is there such a thing as taking an enhanced lumpsum and reducing your pension if you are a public servant (co co worker)

I was told about this from a public servant friend in the UK who has just done this and says he thinks it is available in all EU countries due to EU ruling
 
I'm not a public servant; however I know that I can do this with my pension (provided it's there when I get there!). It's called commutation of pension. I imagine that it is fairly widespread, as taxation relief on redundancy payments is increased if you agree not to commute pension for a number of years.
