Employer not paying for works completed

Hi guys,
Apologies if this is in the wrong section.

I have a friend who has been working on a event basis for a security compan; She has done several events in the past, and has been paid for such.

In her last role she fell out with the owner (relationship issues) and now he refuses to pay her for her time working. Everytime she confronted him regarding he advised that it would be in her account by Friday. This has been going on for 12 weeks now, she's at a loss as to what to do;

I automatically assumed small claims court, but looking into it further I realise that this may not be the correct action to take.

Anyone else out there experience a similar scenario? any ideas where my friend can go to get paid for her labour/work completed.

Small Claims Court doesn't deal with employment issues, but does deal with small business issues. So the question is was she an employee, or was she a contractor providing services to him?
