Electrical Sockets

We just completed our re-inspection of defects(snag list) and in the master bedroom of the house a wardrobe "covers" 2x electrical power sockets and the catv/phone sockets.(They cut out a space in the back of the wardrobe to access it.)
Is this legal? As it is out of view when standing, you have to basically go on your knees to reach/view the sockets. It also makes it difficult to insert/remove any appliances.
We asked them to move either the sockets or the wardrobe- but nothing has been done.
Any suggestions please? Is it legal to obstruct sockets...?
 
Don't know about it been illegal, but what I have done before is to move the socket to the plinth, at least then it is usable without having to have the wardrobe door open.
