electric heaters-cheapest running costs?

What type of portable heating,ie panels,radiators,fans have the cheapest running costs for people who don't have central heating or are afraid to use it because of the bills.Is there a website anywhere that doe's price comparisions? ( i tried sustainable energy ireland www.sei.ie but nothing you click on their site works)
 
In my opinion oil filled rads are the most economical There is a recent discussion on the subject on AAM but I just cannot find it now
