efflorescence - treating source?

This is a bit convoluted so please bear with me. (!)

Noticed a slightly crunchy feeling under the carpet in our living room recently - peeled back carpet and discovered fluffy/crystalline whitish deposits. Almost certainly efflorescence I think? Smell of damp too.
As I understand, although persistent and annoying, not a big problem in itself as it is a symptom - potentially of something serious but maybe not.

We have a septic tank (old style) and a bit of a drain problem in that it frequently gets blocked. Pipes from sinks and washing machine all seem to lead to the one pipe together with sewage which doesn't seem right?

Anyway, septic tank itself seems fine - good 'crust' as they say, no foul smells or signs of previous overflow.

I'm thinking that our drain problem may be the source of the undesired water/moisture levels and therefore the efflorescence.

All guesswork obviously but what should our next step be? A structural engineer or an engineer specialising in drainage or something else entirely?

I'm guessing the drain person since a drain problem is the one thing we can be sure of. The other thing is - should I worry about the efflorescence?
