DWT raised to 25%

As of 01 JAN dividend withholding tax is raised form 20 to 25% for Irish resident shareholders.
Asking this for a friend, can any difference be settled in tax return - this is for a standard rate taxpayer.
Would Revenue refund anything?

The withholding tax rate increased to 25% as of 01 Jan 2020.

It is a refundable tax credit and so a person could be entitled to have the excess refunded per this source:
