Dry rot - who assesses and fixes?

Had joiner in building built-in presses - mentioned the smell in the room to him - oh that's dry rot he says. He'd finished building them at that stage. Said he'd treated the skirting board when replacing it. There's some mould marks on the wall near the bottom. Who do I get in to fix it? Builder? or Dry Rot expert? (and what's a dry rot expert called?)
 
mould marks are from dampness .was the smell there before he came?are you sure he didnt hit a pipe?either way the problem will reacur if you dont find out whats causing the dampness in the first place
 
Yeah the smell was there before. I thought it was just due to lack of ventilation + previous owners. joiner says it's probably due to the tarmac outside being too high and trapping water, so have to get rid of that. But who looks at the stuff inside?
 
I got an expert on this before, I think I got the number from the Golden pages. The suveyer's of the house I was buying said there was dry rot and I got the dry rot expert to look at it and he said it was not dry rot.
