Yes it is possible to run ccleaner from a usb stick simply download the portable version from the web site below and extract the files to your usb key to launch locate the exe file with the ccleaner icon and click on it. As it runs from the usb key you don`t have to install it on target computer.
Don`t know much about DLL files. But you could try uninstalling the printer then reinstalling it. be sure to have your printer drivers first. In device manager. Right click my computer click properties / hardware/device manager then select imaging devices double click on printer under driver tab select uninstall you may need to switch on printer before it becomes visble in device manager. Follow the installation instructions with the drivers It would be a good idea to see if there is a more up to date driver available from the manufacturers website

Whats problem does the missing printer subfolder cause you?
Usually DLL's have to be installed. A DLL of the same name but a wrong version won't work, usually. As adder1 said you'd be best restalling the latest printer driver.
