Double taxation problem and Revenue Penalties

I have a property for some years in UK. I was told by Inland Revenue that I did not need to file a tax return if I was not in profit. (I would have a certain tax allowance in UK)
I just found out that I should file a return in Ireland also even though I never made profit in UK. I may have to pay tax here. I have records for all the years since I came back to Ireland but does anyone know how severe Revenue will be penalty wise with me for not filing a return for 10 years.
 
If there is no liability then there will be no penalty.
You just calculate any profit/loss based on Irish tax rules and show this on your tax return.
