As I said - there is nothing anyone can do about it. Where's the disincentive there for his troublesome neighbours? They're only laughing about this.
 
If you had known the lack of power of the warden you might have been better off bringing the rubbish to the public road and then calling him. Against the law I know but a result I'm sure nonetheless.

But then the OP would be doing something illegal.

I would try and get the agency to clean up the mess as you cant' be sure they would pay a bill you present them - this would be down to the landlord. Your litter warden sounds very helpful which is good news.
