Does concrete floor have to be fully dried out before tiling?

I'm getting a ramp installed between two downstairs rooms, one of which is part of an extension. About 8' long, the area is partially covered by a large balcony. Does the new concrete have to be fully dry before the tiler lays those non-slip tiles?
 
Generally speaking 1mm per day. But as part of your floor is exposed this may not follow the usual pattern. If you can put some polythene cover, kept a few inches off the new concrete with planks on bricks to stop rain and heavy fog, over the area that should do the trick. Move the bricks around every couple of days. Batten down well.
