Does a serviced site reduce the build price

Hi,

We are looking at housing options at the moment. We are exploring a self build. We want to do this in county cork. We will not get planning (due to needing to be a local) where we want to build so our only option will be to buy a serviced site with full planning permission. Not ideal as we will have no input on the design but it’s our only option. Anyway, my question is if we buy a serviced site with water, sewage and electricity provided for, does this reduce the overall quote for the self build quote? As we will have paid for these services in what we pay for the site. We would be building a 2400 sq foot house.
 
A serviced site may carry a premium. That said.
1. Electricity may run to site but in my case connection fee was 2644 euro (higher spec connection due to Air to water heating system).
2. You may still have to pay for connection to sewage system check with council. A site that is not serviced roughly will cost 3kto5k for sewage treatment depending on planning conditions.
3. You may have to pay water connection check with council. A well on non serviced site will cost at least 2.5k upwards.

Don’t forget that the planning may have a residency clause which means that the person who originally got the planning satisfied the local needs criteria and they cannot sell they site until a certain amount of time after the they have lived in it.
