What is the minimum documentation required to set up a bank account?

Official photo id and utility bill I think.

id.like passport or driving licence and phone bill or elect.

Photo ID, proof of postal address from a bank or utility (2 I think) and if your photo ID is not your driving license, then you need to provide a letter from the revenue showing your PPS number.
