Do We Need to Look at the Desigh of our Buildings

Interestingly there is a ¼ page item in today’s paper titled “Important Weather Advice From RSA Insurance”
There is a lot of good advice but it tells us to at one point “Open your attic trap door to let warm air circulate in the attic”

I would think this may save a burst pipe, but is this not a contradiction from the building regulation, which tells us to fit damp seals and insulate our ceilings, now we are letting warm damp air in the attic to prevent freezing.

These regulation must have been made up by some highly qualified people, but they seem to be out of touch with reality. (like our Government) They definitely need a re-think after this cold spell. There are so many people with frozen pipe outside and inside the house, some new estates have got the main supply frozen. The regulations tell us to insulate the attic above the ceiling, why not under the tiles to keep the attic warm? like other countries do.
For years we have insulated inside our cavity wall so we still have a cold inside wall to heat up, I know from personal experience having had a new bungalow with cavity insulation; during a cold spell the condensation in the cold bedrooms would run down the wall and wet the carpet. Some new houses are now line inside but we still do cavity insulation on other houses.
I am not a builder but something is clearly wrong here. My mothers house was built 1890 and had many a bad winter without these problems.
