Do i need to replace my roof?

I live in an old corporation house in Dublin - built in the 1940s. The roof does not have a felt underlay.In the wintertime i can see the attic light when standing in the driveway i.e. there are gaps between some of the tiles. Last year i had a burst pipe and since lagged the floor in the attic and the pipes. I am concerned about the potential for this to happen again. Would you recommend a re roof or is their any other recommendations as to what to do with my roof.
 
if u have enough insulation on the ceiling, minimum 12 inches, and properly lagged pipes and an insulated and airtight access hatch, and no evidence of driving rain coming through the gaps , then I would leave it as it is.
 
It depends on whether you have a water tank in the roof. I note that you have insulated the attic floor and pipes but do not mention any tank.

If there is a tank then that needs to be insulated too.
