Do I need to fill a Form 11 if I only worked as a PAYE?

Hi all,
I've been out of work since July 2011 for personal reasons and I never got any income following my employment (neither Social Welfare, nor occasional work, nor any business). At the end of the year, I checked on PAYE online and I found out that I would be due a tax refund, also because I got married in the same year. I therefore sent Revenue a letter, stating that I'd like to move to Joint Assessment from 2012 onwards.

I then checked online my tax status, and I found out that the system tells me I have to complete my self assessment (never done before).
I range the Tax Office, and they told me to state in writing that I never had any other income after my PAYE employment, and so I did. Now they replied, telling me to complete Form 11 and request a "Year of Marriage Review".

Issue is, once again, that I am not under self assessment (as far as I know). My wife is actually a sole trader, could it be the reason of this confusion? How should I proceed now?

If your wife is a sole trader and you are jointly assessed, then you should return a Form 11for both of you. If you are separately assessed then there would be no need to complete a Form 11. However Revenue may ask you to complete a Personal PAYE return.
 
Thanks Brendan. Yes, my wife is a sole trader, we are jointly assessed and I am the assessable spouse, but I thought she should be the one presenting Form 11, as I have no idea of what to put on it on her behalf. Since she's already filling one with all her stuff (expenses, incomes, etc) I thought it would save me some work. :)
 
Surely for 2011 the couple must complete separate forms, as they only married in 2011
