Discharge Licence

Discharge Licenses are required for all discharges of effluent to waters (both surface and groundwater). They are typically used in industry or commercial premises. Usually domestic houses are exempt once their sewage volumes are low/normal. Is your new house part of a development/estate? What local authority area are you in?
 
If I remember rightly, it may be relevant in the following circumstances:

1. Some domestic treatment plants can be configured\installed so as to produce a relatively clean effluent which meets the standard for being released direct to a watercourse.

2. Sometimes, due to site conditions, it might be necessary for a domestic treatment plant of this type to be used ( i.e. unavailability of a percolation area).

In such circumstances, a discharge licence ( permit?) should be obtained.

I had to research this before, but it was a long time ago, so rules may have changed.

I am in Wexford and its a house on .75 acre
 
As far as I am aware discharge licences are only required for the discharge of effluent associated with commercial operations e.g factories, restaurants, etc. The planning conditions attached to the permission granted for the house should state if a licence is required.

Discharges to Waters
A licence is required in respect of the discharge of trade and/or sewage effluent to any waters.
Discharges to Sewers
A licence is required to discharge or cause or permit the discharge of any trade effluent or other matter (other than domestic sewage or storm water) to a sewer.

So if you are discharging to Sewers (main drains) then no, you don't need a discharge license, but if you are discharging to waters, you might. Best to call Env section of council - (053) 9176618
