Did 77,000 people really get refund of PPI?

    In March 2014, the Central Bank reported that 77,000 people were going to share €67m in refunds.

    That's almost €1,000 each

    I am surprised that there have been a handful of threads on the topic over the last year.

    From the Ombudsman's Bi-annual report(Page 32) he upheld 18 PPI complaints out of 662 in the 3rd and 4th Quarters of 2013. That is less than 3%

    Does this mean that the companies settled most of their claims fairly and 97% of those who did not get compensation had no valid basis for a claim?
