http://www.cadlogic.com/products/draftit/ Cadlogic do a nice free 2D CAD package which requires very little drawing skills. The only issue is that you cannot do hatches (fills) for your double lines without buying the Plus version for about €15.

Last year I googled "ms visio" "alternative" and I found a nice free visio clone package. Its name escapes me just now. Ill post when I get it.

If you play around with this you can make amazing diagrams in 3d

Dia is useful for several types of 2d technical diagrams. I don't know what a pipe diagram is so I don't know if Dia supports them natively. It's free & there's a version for windows.
