Firstly, you should establish just exactly what the developer has planning permission for.. whether it is 50 or 45. This is important as the developer will be required to complete the development in it's entirety in accordance with the plans submitted as part of his planning permission. If he as not complied with his planning permission, then you should contact the enforcement officer of the county council concerned. In terms of the social and afforable housing - this will have been agreed by the developer with the council in advance of planning - you should contact the affordable housing unit of the council to find out what the terms of the housing agreement was. A developer has a number of options open to him in terms of meeting the provisions of part v - eg. providing houses, providing sites, payment of money to the county council or a combination of the above.... what was agreed should be set out in the housing agreement.
