If it was me, she will either get it back off the landlord now or wait until someone else is found or if that does not happen wait until ye get if from the landlord when ye eventually move out.

I would not give it back to her out of your own money as you might not get you'r own back from the Landlord.

Agree with NHG on this. Why should you have to pay your housemate's deposit back to her? Its not like you have her money! If she wants her deposit, let her get on to the landlord herself or else get someone else to move in and take the deposit out of that.
