Dec's Budget and Rent Allowance Relief

I know at the minute its hypothetical, but I am nearly sure I heard a figure of 50% reduction in this benefit on the radio.

Could it be this high? I know its costing the Gov a lot, but 50% would be massive.

Or perhaps its a leaked figure, then when they cut it by 20% everyone will feel relieved.
