Mis amigos in Andalucia inform me that a new law due to come into force shortly which will compel motorists overtaking cyclists to slow to less than 20kms per hour on most roads. Cyclists will be entitled to upload related videos to the website of La Guardia Civil. Hmmmmmmm!

Ref the overtaking, there are new changes such as:
1- if there are 2 lanes (ie motorway) you will need to overtake moving to the next lane all together. You need to be 1.5 meters away from cyclists.
2- You cannot overtake when there is snow or ice on the road
3- And now the one you mentioned: the 20 Km. What they ask is for motorists to reduce the speed down 20Km from the stablished speed for that road. So if you can drive at up to 80km/h you will be able to overtake using a max of speed of 60km and no more.
There are also changes in law for cyclists such as the usage of the road (an obvious one maybe a hint for those that cycle on footpath). You can use the middle of the road if there is no specific cyclist way in a city and you can overtake from the right or left in case of traffic congestion.
