And possibly illegal - with or without planning permission.last week they erected a c15 ft fence support structure on their side of the garden wall, and out over the top of the wall to kinda the half-way point and are stringing it with Razor Wire (it ONLY had barbed wire on it up to today).

My God, these people sound insane...have you every confronted them on their actions ?
If you use barbed or razor wire, under the Occupiers' Liability Act 1984 you may take reasonable precautions to prevent injury to other people caused by dangers on your property. If you are building a wall on the boundary with your neighbour, you may need your neighbour's permission (under the Party Wall Act). If you live somewhere, such as an estate, where there are restrictions in force, you may need to get special permission.
I would move house asap...this could go on for a long time!

personally if i was in your situation, i'd play hard ball...hmmm...how about getting a large guard dog that barks(very loudly) through the night...if they're breaking the council's planning rules, then break some rules of your own and annoy them back.
actually, and maybe its my sinister side, i think i would quite enjoy trying to annoy them as much as possible!!!
