Cost of gardeners/landscapers?

I have three quotes for a job close to city centre - its generally agreed (amongst the bidders) that it will take 2 men 5 days to do the job - one of them is suggesting it will take 3 days for 3 men, etc.

What do you think of the following quotes

1. €2000 plus VAT

2. €1600 - not registered for VAT...

3. €1500 - no mention of VAT on labour (though he is charging on materials) so Im presuming that he is expecting cash in hand.

Thats starting at 150 per day - cash in hand? I would expect that Man 2 is doing basic labouring. The job is a basic makeover of a town garden - doing patio, gravel, some fencing and beds ie you need to know what you are doing but its specialist work. Opinions very welcome........

Mind you these three at least bothered to come back with a price - I've had three others who spent the guts of an hour walking around telling me what they could do - they ten never bothered to come back with even the courtesy of a phone call.

Are the price quoted above for labour only?

€150 per day for a laborer is a lot especially if its cash in hand. Skilled workers are more expensive depending on the trade.

Fencing, gravel and beds are probably things you could do yourself.
 
Yes those are labour only prices. In fairness Im expecting at least one of the guys will be skilled in terms of garden design (all are in their late 20s, with a few years experience). However the second guy is a helper so Im presuming he is effectively unskilled lsbour or even a summer worker.

This is cash in hand - on basis that they arent registered for VAT....

Just seems a bit high to me.
