My mother was born and raised in Galway in Ireland.
In the 1930's as a baby she contracted polio and and as a young woman in the 1950's was unable to find suitable work and was forced in a way to leave Ireland and find work in the UK.
Due to these circumstances and as an irish citizen would she now be eligible to claim for either a pension or some form of benefits as now she is in her 70's and is living off the state pension.

She may already be getting a state non-con pension, if I understand the OP. In simple terms that is all she will be entitled to, OP. She could apply for a UK pension, but, if she gets anything, that will be deducted from the Irish non-con pension. Really 6 of one and half a dozen of the other.

Fistly thanks for replying, to clarify the situation my mother lives in the uk and receives the uk state pension, however she is an irish citizen and she holds an irish passport. It was a friend of the family who seems to think that due to her circumstances ie contracting polio and the disability that this has had on her life and as a direct result of this having to leave her family and home and move to the uk, he seems to think that she may be entitled to some form of benefit under the european ruling???

Did your mother pay even one PRSI stamp prior to 1953? Did she have any job here before she left?
The reason I ask is that there there is a special category of pension based of pre-1953 payments.

While I think it is very unlikely that she would be entitled to any benefits perhaps it may be worthwhile contacting the Post Polio Support Group just in case we have missed out on anything.
Google them
