National Consumer Agency calls for views on home construction industry

The National Consumer Agency today called on consumers and organisations to submit their views for a study it has commissioned entitled "The Home Construction Industry and the Consumer in Ireland".
As part of the research, the Agency is inviting comments and submissions on aspects of

purchasing a home,
home construction,

maintenance and renovation.


Ann Fitzgerald, Chief Executive of the National Consumer Agency, said: "Buying or renovating your home is a massive undertaking and given the costs and complexity, we want to evaluate the consumer's experience when purchasing a home or when engaging in construction, maintenance and renovations.
"We hope the study will provide an overview of the industry and related services from a consumer perspective, identify issues of concern and assess the adequacy of existing forms of consumer protection.
"It will identify if there are specific issues where the NCA may need to intervene on behalf of consumers and if there are areas requiring legislative or regulatory change. It is for this reason, I would urge consumers and organisations alike to submit their comments, views and observations on the sector."
The study will assess consumer welfare in home purchase, construction, maintenance and renovation. The study will also examine the following areas:
  • Quality and scope of information available to consumers
  • Legal, contractual and insurance matters
  • Building regulations
  • The planning process, including enforcement and compliance
  • Hiring professional services and contractors
  • Quality control and assurance in the building sector
  • Snagging, guarantee, remedies and redress
The study will analyse and evaluate the relationship between the construction industry and the consumer.
By analysing consumer's experience, it will identify particular issues that may give rise to consumer detriment and establish if there are legislative and non-legislative proposals which may reduce and eliminate such detriment.
The study will also review, compare and evaluate international standards in this sector and identify best practice appropriate to Irish conditions. It will also outline future issues that may be of relevance to the consumer in relation to the construction industry.

Is it just me or does anyone else find this hard to understand? What exactly are they looking for our views on? Are there particular questions which we should be answering?

It also seems too wideranging. Home building and maintenance and buying a home.

If there was some specific fairly narrow area e.g. "Does the law of contract favour builders over buyers and what can be done about it?", I might be able to get my head around it.

We should just tell Ann to read AAM where she will get an excellent overview of the myriad issues affecting consumers of housing product!
