Concrete garden, young kids

Our back garden is entirely concrete (Indian sandstone), great from a maintenance point of view but not great for the kids. I have a one and three year old and especially for the one year old who will start walking in the next few months (and falling over lots) - are there any temporary soft surfaces/fake grass options open to me?
If so, are they costly?

EVEN cheaper in Aldi there €12.99 for a pack of 4x 2'x2' I was looking for them myself at the weekend. Now the ones in Aldi are not as thick but still I thought better value and there was'nt the selection of colours that Woodies and B&Q had, only green in Aldi

I am surprised at the number of houses around that have concrete at different levels with no fencing, My daughter was looking for a house and was afraid for the kids. Where is the building regulation for this?
 
I'm struggling with entire discussion, tbh: what did people do before rubber mats, rubber playgrounds, etc?
I had a step in the floor levels in my kitchen when mine were infants, and now have 3 levels in the house, since they were 4. House is tiled in entirety - no soft floor coverings. I have yet to have an issue with them.

What I do notice, though, is that visiting kids deliberately pause and negotiate steps, and then continue. Mine, being used to the 'obstacle', pay scant notice, and take it in their stride. I remember my eldest crawling on them.......

Much as I love mine - they're not made of glass, and insulating them from the Real World is, well, counter-productive. What'll you do when they have the school yard to deal with ?

I sometimes ask my mother how we ever survived...she said we were in playpin until we could get out of it!!.. think nowadays small kids get more room to run hence the injury potential for 1 year old
