children's allowance in birth month

can anyone help with this from their own experience:
just got back money owed from SW for children's allowance. But they have calculated it from the month after my baby was born as opposed to the month he was born in (he was born near the start of that month also). So it seems we are owed 1 months allowance.
I have checked the Depts website and cannot see any mention of this

Is the allowance paid 1 month in arrears?
